This plan was prepared by Enviromental and Ministry in 2012 The plan vision, which was completed in 2012, considers the general land use decisions related to the determination of urban and rural settlements, study areas, tourism and agricultural areas by taking into account the regional grading and sectoral development mechanisms. It was transferred to this plan in the 1/25000 environmental plan.
Macro form of the city of Diyarbakir is restricted to the military area and military housing areas on the Elazığ road and to the east by the airport and the military area very close to the city center. While the old city center(Sur) was arrage as a commercial area and rebuilt according to this construction and in this context, it was removed the residential settlement specific to the lower income group, while the residential area was produced by opening the zoning of the areas formed by the old villages in outside of the city, such as Kayapınar, Diclekent and Dicle Valley samples of shifts to new residential areas which are closed to the upper income group(Source: Bağlı, M., & Binici, A. Residential areas consist of multi-storey sites.They spreads the compact form to Urfa Elazığ Roads. It has high density building city bloks
